Stop TB Partnership Technical Assistance Mission to support the development of a National Community Rights and Gender-Centered Action Plan in the DRC

The Democratic Republic of Congo (DRC) National Steering Committee, with support from the Global Fund, hosted a workshop that brought together over 50 stakeholders and representatives from National Disease Programs, different ministries, United Nations, civil society, community-based organizations and communities affected by HIV and TB.

Stop TB Partnership worked with local community, rights and gender (CRG) consultants and the National TB Program to further support the development of recommendations and actions to inform the finalization of the community, rights and gender Action Plan for DRC. These recommendations subsequently informed discussions during the Multi-stakeholder Action Planning Consultation “Reducing Human Rights-Related Barriers to HIV and TB Services in DR Congo” supported by Global Fund to Fight AIDS, Tuberculosis and Malaria.

The CRG Action Plan is expected to transform the national TB response in DRC so that it is rights-based, gender-transformative and people-centered. This transformation aligns with national priorities to increase case notification and treatment success rates, using a human-rights approach to TB with a focus on key and vulnerable populations.

The CRG Action Plan will be included in the National Strategic Plan for TB, 2021-2023. Since DRC is a joint TB-HIV focus country, the TB CRG actions will be integrated with the HIV human rights actions to develop a comprehensive response for HIV and TB. The CRG Action Plan informed the Five-Year Plan for Reducing Human Rights-related Barriers to HIV and TB services in DR Congo, which will also inform the Global Fund proposal.

The CRG consultants participated in several group discussions with HIV and TB key and vulnerable populations to elaborate recommendations to break down the barriers and reach HIV and TB key populations with integrated services. Together with the National TB Program and with support from Stop TB Partnership they will finalize the CRG Action Plan 2021-2023 for the National Strategic Plan 2021-2023.

Stop TB Partnership will continue to work in collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria and USAID to support CRG work in DR Congo.
